PREAMBLE
These internal regulations (hereinafter referred to as the “Regulations”) will be applied by all persons present (hereinafter referred to as the “Visitor”) on the premises of SEMEC, or at any event organized by SEMEC alone or with a third party. Each Visitor is deemed to have read and unconditionally accepted the terms of the Regulations.
The Visitor will also be required to comply with any instructions given by SEMEC staff or the co-organizing third party, or by its service providers ensuring the security or operation of the SEMEC.
Any modification to the Regulations will become immediately applicable without the need for any prior notification.
CONDITIONS OF ACCESS
1. Ticket or badge required
All Visitors must be in possession of a valid ticket (paying, invitation or servitude) to gain access to SEMEC’s facilities, and must keep it throughout their visit. The ticket may be checked at any time without justification by SEMEC, its potential co-organizer or any competent service provider.
Visitors benefiting from a reduced-price ticket must be able to provide official proof of this. Refusal to provide proof will entitle the SEMEC to exclude or refuse entry to the Visitor without refund of the ticket.
Visitors must at all times be able to prove their identity by means of a valid passport, identity card or driving license. Should this not be the case, SEMEC reserves the right to exclude the Visitor without refunding the ticket.
Whether or not a Visitor is definitively excluded from an event is specified on the ticket or entry badge.
All persons involved in indoor events (artists, technicians, production staff) must wear a visible identification badge.
2. Access to infrastructures
Visitors undertake to access only those parts of the infrastructure that are accessible with their ticket.
3. Minority
SEMEC and its potential co-organizer may restrict access on the basis of age, particularly in cases of minority.
Access to the Festival International des Jeux is forbidden to minors under the age of sixteen (16) unaccompanied by an adult.
Unaccompanied minors authorized to enter must at all times be able to provide proof of parental authorization and valid identification. No copies, digital versions or photocopies will be accepted.
4. Personal data
SEMEC undertakes to comply with the General Data Protection Regulation and the French Data Protection Act (Loi Informatique et Libertés) when collecting and processing Visitors’ personal data.
The SEMEC reserves the right to request a list of personal data from the Visitor when purchasing a ticket/registering in order to validate their participation.
SEMEC reserves the right to carry out screening if necessary. The need for such a procedure is at SEMEC’s discretion. Such measures will be taken for security reasons and will be proportionate to the potential risks of the event. By providing his or her data, the Visitor consents to its use for this purpose.
No SEMEC employee will be given the reasons for the Visitor’s acceptance or refusal in order to protect the Visitor’s privacy. The Visitor may at any time exercise his/her rights, in particular the right to have his/her personal data rectified or deleted, by writing to the following e-mail address: rgpd@palaisdesfestivals.com
NUMBERING OF SEATS
In the case of events with numbered seats, the Visitor must respect the numbering of his/her seat and the conditions of access to his/her seat as expressed on his/her ticket or by the personnel in charge of security and/or access. Seat numbering is no longer guaranteed if the Visitor arrives after the performance has begun.
Seat numbering may be changed up to the last minute without the Visitor’s agreement. SEMEC will do its utmost to ensure that the price of the new numbering is the same as the initial numbering. However, this may not always be the case, particularly in the event of balcony closures or any other event requiring the premises to be adapted.
ANIMALS
Access to the facilities is strictly forbidden to animals, with the exception of dogs accompanying the visually impaired.
PERSONAL BELONGINGS
Visitors remain responsible for their personal belongings at all times. SEMEC declines all responsibility in the event of theft, damage or loss of the Visitor’s personal belongings.
LOCKERS AND CHECKROOMS
Visitors may leave their personal belongings in the cloakrooms if they are not allowed on the premises (strollers, scooters, helmets, bulky backpacks, bottles over 50cl, food), with the exception of items whose possession or carrying is forbidden on the public highway (weapons, narcotics, etc.).
A checkroom service is available for shows. Visitors may leave their personal belongings in the checkroom, with the exception of :
- suitcases and bags larger than 25 liters,
- items whose possession or carrying is prohibited on the public highway (weapons, narcotics, etc.).
In the event of loss of the deposit ticket, items deposited cannot be retrieved until the locker rooms/lockers are closed.
Any items not removed when the lockers close will be given to the Ville de Cannes lost and found department for processing.
GOOD CONDUCT
Visitors must be polite in all circumstances. No aggressive or violent behavior will be tolerated. Total and immediate exclusion, as well as for the following days, may be decided. This will not give rise to a refund of the ticket.
Visitors are also expected to use common sense:
- No standing in passageways, stairways, hallways, access points, entrances or exits.
- Not to use emergency exits, except in the event of evacuation.
- No blocking or obstructing emergency exits.
- No hanging on, climbing over or crossing barriers, railings, gates or fences
- No disturbing the progress of an event or endangering the safety of people or property.
- No standing on or damaging seats
- No throwing of projectiles
- No shouting, screaming or disturbing the peace of other Visitors in any way whatsoever.
- Not to enter the premises under the influence of alcohol and/or other drugs, except as provided for by the event.
- It is forbidden to enter under the influence of drugs, to enter with drugs on one’s person, or to consume drugs in the facilities.
In the event of non-compliance, the SEMEC may notify the police. - No sexist or racist behavior.

- It is forbidden to sell or distribute any object or document (including leaflets, flyers or advertisements), with the exception of persons accredited by the SEMEC or any of its co-organizers; to conduct opinion polls, religious or political acts, or to take up quests, subscriptions or collect signatures.
- Prohibition to damage or move the furniture set up in the infrastructures
- It is forbidden to use the infrastructure’s spaces and equipment in a manner that is not in keeping with their intended purpose; to deface or affix graffiti, posters, marks or dirt to the walls, railings, windows or any other structures, and generally to undertake any action likely to cause damage.
- No disguises or camouflage so as to be unrecognizable (except at Le Bal des Fous events).
- Visitors are required to wear proper attire at all times, with bathing suits forbidden (except during the summer months for the Terrace, Le Bal des Fous and Les Plages Electroniques events).
- Any audiovisual broadcast or display by a Visitor must be authorized in writing by SEMEC.
SECURITY
1. Compliance with safety rules
Visitors undertake to comply with all safety regulations imposed by SEMEC from the moment they enter to the moment they leave, without exception.
2. Security check
Security checks are mandatory for access to the facilities.
Visitors may be palpated, searched or subjected to other checks by duly authorized personnel. Refusal to comply will oblige SEMEC to refuse access and will not entitle the Visitor to a refund of his/her ticket.
Any object likely to be used as a projectile, to constitute a weapon or to endanger the safety of the public (weapons, explosives, smoke bombs, lasers, helmets, batteries for electric vehicles, glass bottles, flasks, plastic bottles with a capacity greater than 50 cl, etc.), as well as any luggage (suitcase or bag) with a capacity greater than 25 liters, are prohibited within the facilities.
Refusal to leave an unauthorized item in the checkroom will result in the Visitor being denied access to the facilities. This refusal will not give rise to a refund of the ticket.
Items whose possession or carrying is forbidden on the public highway (weapons, narcotics…), cannot give rise tò a deposit at the checkrooms. If they are found, the police may be informed.
3. Fire alarms
Fire alarms may only be activated when necessary.
4. Disturbance of the peace
In the event of disturbance of the peace caused by the Visitor, he/she will be excluded from the facilities without reimbursement of his/her ticket.
5. Major event endangering Visitors
In the event of a major event endangering the safety of Visitors, SEMEC, its potential co-organizer or any security service provider may:
- Terminate or cancel the event
- totally or partially block entrances or exits
- Order the immediate evacuation of the infrastructure
VIDEO SURVEILLANCE
The Visitor is hereby informed and accepts that, for his or her own safety, to prevent damage to property, and to prevent acts of terrorism, a video surveillance system may be installed and implemented in the infrastructures, in compliance with articles L.223-1 to L.223-9, L.251-1 to L.255-1 and R.251-1 to R.253-4 of the French Internal Security Code and law n°2011-267 of March 14, 2011.
In compliance with article L252-1 of the French Internal Security Code, the system has been authorized by the Préfet de Police (arrêté préfectoral n°2008-0802 dated November 20, 2002, renewed by deliberation on June 22, 2022).
The images are kept for a period of thirty (30) days, except in exceptional circumstances such as an ongoing investigation.
In accordance with current legislation (in particular article L.253-1 of the French Internal Security Code, Regulation no. 2016/679 – the General Data Protection Regulation – and the amended French Data Protection Act of January 6, 1978), the right of access to images may only be exercised by the Security Manager, whose telephone number is indicated on the posters or signs informing of the existence of a video protection system, as provided for in the French Internal Security Code.
Access to the viewing, recording and image-processing room is strictly forbidden to anyone who does not have a specific function there, or who has not been previously authorized and cleared.
IMAGE RIGHTS
The Visitor agrees that his/her image may be used and grants SEMEC and the event organizer/producer the right to use his/her image, voice and representation, free of charge, in any medium related to the event and/or the promotion of SEMEC or the activities carried out therein, such as photographs, live broadcasts on giant screens, live or recorded television broadcasts, video or sound broadcasts and/or recordings, worldwide and for the legal duration of copyright protection.

PROHIBITION ON FILMING AND INTELLECTUAL PROPERTY
It is strictly forbidden to film, photograph or record during the projection of films or any other content subject to intellectual property rights.
Visitors must at all times respect the intellectual property rights of SEMEC, any co-organizers, exhibitors, etc. Any failure to respect intellectual property rights will render the Visitor guilty of counterfeiting.
SANCTIONS IN THE EVENT OF FAILURE BY THE VISITOR TO MEET ITS OBLIGATIONS
Any breach by the Visitor of the obligations set out in the Regulations, any inappropriate attitude on the part of the Visitor, any refusal on the part of the Visitor to present his/her ticket/proof of attendance/identification, will result in the permanent exclusion of the Visitor for the same day and subsequent days. SEMEC also reserves the right to refuse the Visitor access to subsequent events. This exclusion will not entitle the Visitor to a refund.
CANCELLATION / POSTPONEMENT
Refund or postponement conditions will be communicated by the organizers.
LIABILITY
In general, SEMEC cannot be held responsible in the event of the cancellation or postponement of an event, for any changes to the program or timetable of an event, to the content of cultural, musical or sporting events, or for any changes to their programming caused by a third party, or for any event beyond its control, and in particular: fires, explosions, floods, climatic events, shortages of materials or transport disruptions, lack of fluids or power, disruptions to telecommunications, video monitor malfunctions, machine breakdowns, embargoes, equipment requisitions, deficiencies or delays in deliveries from suppliers or in the execution (including defects and delays) of work by the service providers in charge of renovation work, strikes, lock-outs, riots, demonstrations, war, decision or act of a public, judicial or military authority, acts of malice or terrorism, changes in regulations, epidemics.
In the event of an accident, SEMEC cannot be held liable.
Visitors are liable for any direct or indirect damage they may cause to SEMEC, any of its co-organizers, its staff or third parties as a result of their presence or the presence of persons in their care within the infrastructures.
MISCELLANEOUS PROVISIONS
- Severability: In the event that one or more provisions of the Regulations are held to be invalid or declared as such in application of a law, regulation or following a decision of a competent court which has become final, the other provisions of the Regulations shall nevertheless retain all their force and scope.
- Applicable law: The Contract is governed by French law.
- Disputes: In the event of disputes, the competent court will be that of SEMEC’s place of domicile.
